Telnet is disabled by default in Windows 8 just similar to it in Windows 7. To enable Telnet, simply follow this instruction

1. Go to Control Panel -> Programs
2. Click on Turn Windows Features On/Off
3. In the list, tick on the box Telnet Client and Telnet Server
4. Click OK and wait till it finish
5. Open command line and check telnet is working
